Finland in the EUDI ecosystem

Finland's EUDI Wallet, the Suomi.fi Wallet, is in development and expected to become available in 2027. You can already prepare your Paradym integration for PID and other EUDI credential flows, so you are ready when the national wallet goes live.

Under the eIDAS 2.0 regulation, every EU member state must offer citizens a European Digital Identity (EUDI) Wallet. Finland's wallet is the Suomi.fi Wallet from the Digital and Population Data Services Agency (DVV), expected in 2027 with person identification data (PID) from DVV and a digital identity certificate from the Police.

With Paradym, you can prepare OpenID4VC issuance and verification flows for Finnish PID credentials today, so your integration is ready as the national wallet implementation matures.

Suomi.fi Wallet (Suomi.fi-lompakko) is the EUDI Wallet app the Digital and Population Data Services Agency (DVV) is building for Finland. DVV plans to publish it on Google Play and the App Store in 2027, for strong electronic identification, in-person identity checks and electronic signing.

Common questions

How does the EUDI Wallet work in Finland?

The Digital and Population Data Services Agency (DVV) is building the Suomi.fi Wallet, a free and voluntary smartphone app for strong electronic identification, electronic signing and presenting credentials online and in person. DVV issues the PID from the Population Information System, and the National Police Board has decided to issue a digital identity certificate into the wallet. The national EUDI Wallet legislation entered into force on 1 October 2026, and the wallet is expected to become available in 2027.

Do relying parties need to register to use the Suomi.fi Wallet?

Yes. Under eIDAS 2.0, relying parties must register in the Member State where they are established. In Finland, Traficom is the registrar, and organisations that rely on the wallet or issue attestations into it register in Traficom's service to receive a registration certificate and, where needed, an access certificate. As of October 2026, Traficom's public register at eidas.fi contains only test data and its registration guidance has not been published yet.

Can I verify Finnish EUDI Wallet credentials with Paradym?

Paradym supports verification flows for EUDI-style credentials. However, end-to-end testing with the national wallet depends on that wallet being available and exposing the relevant credentials, as there is currently no available Finnish wallet it is not possible to verify credentials from that wallet.

Can I issue credentials to the Finland EUDI Wallet with Paradym?

Paradym can issue standards-compliant EUDI credentials today, but those credentials cannot currently be issued into the Finland national wallet through a public production integration. Once Finland opens its issuer ecosystem as part of its EUDI rollout, Paradym's issuance APIs can be used to issue credentials to Finland wallet, subject to any national onboarding, trust framework, and certification requirements.
