Norway in the EUDI ecosystem

Norway is not an EU member state. As an EEA country it follows the eIDAS 2.0 direction, but the regulation had not been incorporated into the EEA Agreement. Digdir coordinates the introduction of a national digital wallet, with the goal of offering one to everyone by 2030, and offers a national sandbox ("Nasjonal sandkasse for digital lommebok") where issuers and relying parties can experiment in a safe, isolated pre-production environment, together with the Bevisporten credential playground for issuing test credentials.

Under the eIDAS 2.0 regulation, every EU member state must offer citizens a European Digital Identity (EUDI) Wallet. Norway is not an EU member state, but as an EEA country it aligns with the same direction, and the Norwegian Digitalisation Agency (Digdir) coordinates the introduction of a national digital wallet (digital lommebok), with the goal of offering one to everyone by 2030.

Digdir offers a national sandbox where issuers and relying parties can explore and experiment in an isolated, safe test environment, alongside the Bevisporten credential playground. Digital lommebok is Norway's planned national digital identity wallet. The Norwegian Digitalisation Agency (Digdir) coordinates its introduction, with the goal of offering a wallet to everyone by 2030, and in May 2026 the government had not yet made its concept choice on how the wallet will be provided. Digdir runs a national sandbox where anyone can explore and experiment with issuance, verification and relying party registration in an isolated, safe test environment, using demo wallet apps based on the EU reference implementation, alongside the Bevisporten credential playground.

Which credentials are available in Norway's wallet sandbox?

The sandbox exposes the Norwegian PID (as both mdoc and SD-JWT VC), an age proof (mdoc), an income proof (SD-JWT VC) and EBWOID (SD-JWT VC), the European Business Wallet Owner Identification Data used as the central organisation identity in the ecosystem.

What is EBWOID?

EBWOID stands for European Business Wallet Owner Identification Data. It is the central organisation identifier in the European Business Wallet ecosystem and follows the EBWOID definition in the EBW legislative proposal. It was previously known as Legal Person Identification Data (LPID). In the sandbox, Brønnøysundregistrene issues EBWOID, and Digdir documents how this works in its digital lommebok documentation.

Do relying parties and issuers need to register to use Norway's wallet sandbox?

Yes. All organisations in the sandbox must be in Digdir's relying party register. Relying parties register themselves in the sandbox developer portal (with a real organisation number if they can represent the organisation in Altinn, otherwise with a synthetic one), state the service name, the credentials they will request and the purpose, and receive an access certificate. Issuers currently register through Digdir's service desk and are added to the trust list Digdir runs for the sandbox. Registration certificates are planned for a later stage.

Can I verify Norwegian wallet credentials with Paradym today?

Paradym supports verification aligned with the EUDI Wallet and eIDAS standards and protocols today. End-to-end testing with Norway's national wallet depends on the sandbox wallet being available and exposing the relevant credentials. Can I issue credentials to Norway's wallet today?

Paradym supports issuance over OpenID4VC today, for both mdoc and SD-JWT VC credentials. Production acceptance by the national wallet depends on Norway's wallet rollout, trust framework and supported credential types. You can already prepare and test compatible issuance flows in Paradym.
