Portugal in the EUDI ecosystem

Portugal's EUDI Wallet is currently in development and builds on the gov.pt app, the government's app for digital documents and public services. You can configure issuance and verification templates in Paradym that will work out-of the box when the wallet goes live.

Under the eIDAS 2.0 regulation, every EU member state must offer citizens a European Digital Identity (EUDI) Wallet. Portugal's national wallet will give residents a way to hold and present trusted digital credentials, starting with person identification data (PID).

With Paradym, you can prepare OpenID4VC issuance and verification flows for Portuguese PID credentials today, so your integration is ready as the national wallet ecosystem matures.

Official site

The gov.pt app, developed by ARTE (formerly AMA), holds domestic digital documents such as the Citizen Card and driving licence, which have the same legal value as the physical documents in Portugal. It is not yet an EUDI Wallet. Portugal's 2026-2027 digital strategy action plan, approved in December 2025, tasks ARTE with developing the gov.pt digital identity wallet in full compliance with European requirements.

Common questions

How does the EUDI Wallet work in Portugal?

Portugal, like every EU member state, must provide a European Digital Identity Wallet under eIDAS 2.0. The wallet will let residents hold and present digital credentials such as person identification data.

Can I verify Portuguese EUDI Wallet credentials with Paradym?

Paradym supports verification flows for EUDI-style credentials. However, end-to-end testing with the national wallet depends on that wallet being available and exposing the relevant credentials, as there is currently no available Portuguese EUDI Wallet, it is not possible to verify credentials from that wallet.

Can I issue credentials to the Portugal EUDI Wallet with Paradym?

Paradym can issue standards-compliant EUDI credentials today, but those credentials cannot currently be issued into the Portugal national wallet through a public production integration. Once Portugal opens its issuer ecosystem as part of its EUDI rollout, Paradym's issuance APIs can be used to issue credentials to Portugal wallet, subject to any national onboarding, trust framework, and certification requirements.
